From 14 to 15 July 2008, the
Meeting on Mid-term Evaluation of the Eleventh
Five-year Population Plan and the Work of Function
Zones of Population Development in China was held
in Huhehot, capital of Inner Mongolia Autonomous
Region. The meeting analyzed current situation
of population and family planning program, discussed
and mapped out the work for the next half of the
year, and arranged concrete activities for the
mid-term evaluation and that for function zones
of population development. Mrs. Li Bin, Minister
of National Population and Family Planning Commission
of China (NPFPC), Mr. Bater, Acting Governor of
Inner Mongolia Autonomous Region, and Mr. Jiang
Fan, Vice Minister of NPFPC attended the meeting
and made speeches. Mr. Liu Xinle, Vice Governor
of Inner Mongolia Autonomous Region was also present
at the meeting. The meeting was chaired by Dr.
Zhao Baige, Vice Minister of NPFPC.
In summing up the work of the
first half of the year, Minister Li Bin pointed
out that, current situation for population and
family planning was good and the low fertility
level kept stable. The rate of births in conformity
with related policies, sex ratio at birth and
contraceptive prevalence rate of currently married
women remained equal to those of the same period
last year. All the places had strong willingness
for reform, practical measures for their work,
and worked well with their population and family
planning work.
1. Intensively study and carry
out the spirit of the 17th CPC National Congress
and the Decision of the Central Committee of the
Communist Party of China and the State Council
on Fully Enhancing Population and Family Planning
Program and Comprehensively Addressing Population
Issues, and further clarify tasks and measure
for comprehensively solving population issues.
2. Urgently join in disaster
relief against the earthquake and make active
contributions to the staged success in the disaster
relief.
3. Strengthen surveys and researches
and make new progress in the reform of management
by objectives (MBO) responsibility system in population
and family planning program.
4. Attached great significance
to advancement by policy and constantly perfect
benefit-oriented mechanism.
5. Adhere to administration by
law and enhance management of services for the
floating population.
6. Reinforce publicity and advocacy
and intensively carry out activities of care for
girl children and integrated management of unbalanced
sex ratio at birth.
7. Intensify quality of care
in family planning and speed up scientific and
technological innovation.
8. Earnestly implement the Provisions
on the Major Functions, Internal Organizations,
and Personnel Establishment and further expand
our functions.
9. Reinforce the work to fight
corruption and build a clean government and firmly
promote the construction of a team of cadres.
10. Strengthen international
exchange and cooperation and make new progress
in creating a favorable international environment.
Minister Li Bin emphasized that,
in the next half of the year, the following 9
tasks should be earnestly grasped well.
1. Sturdily push on the work
of function zones of population development.
2. Organize the mid-term evaluation
of the Eleventh Five-year Population Plan.
3. Stabilize the low fertility
level and promote the integrated reform in population
and family planning program.
