Cooperation in the Field of
Population and Family Planning
China's Pledge and Contribution to the
International Community
Population and development is a strategic issue of global
importance, a challenge that the entire world is faced with.
The United Nations held international conferences on population
in Bucharest (1974), Mexico City (1984) and Cairo (1994) which
yielded historical documents like The Programme of Action
on World Population, The Declaration of Mexico City and The
Programme for Action on World Population and Development.
As the most populous country in the world, China is fully
aware that a successful solution to its own population and
development issues is of great significance for the stabilization
of the global population and social development. China takes
an active part in international cooperation in the field of
population and family planning. It took part in all the international
and regional population conferences and participated in the
drafting of The Declaration of Mexico City, The Declaration
of Amsterdam, The Bali Declaration, The Programme for Action
on World Population and Development and other documents at
UN conferences. For over two decades, China has, through its
population and family planning activities, slowed the pace
of population growth and contributed to the stabilization
of the world¡¯s population. China has always fully recognized
the role and cherishes the positive effects of international
exchanges and cooperation in China¡¯s population and family
planning activities. It firmly believes that the objectives,
policies and methods of the country based on its national
conditions should be respected in the process of international
exchanges and cooperation. The diversity and difference in
economic development levels, cultural backgrounds, histories
and traditions make the reality that the solutions and program
for each country to deal with its own affairs cannot be restricted
and intervened by any given ethic standards or model. Multilateral
and Bilateral International Exchanges and Cooperation China
has had constructive cooperation with UNFPA, IPPF and other
international organizations. In its 17 years (3 cycles) cooperation
with the UNFPA, China has learned and absorbed good experiences,
strengthened population science and family planning studies
and improved the quality of services. The 4th cycle of Reproductive
Health/Family Planning project with UNFPA will be developed
in 32 counties(cities) of 22 provinces, focusing on improving
the service quality of family planning, expanding service
scope and carrying out reproductive health service. China
has had successful cooperation with the Rockefeller Foundation
in "Informed Choice" project, with the Ford Foundation in
¡°Men¡¯s Involvement¡± project; and with the Japanese Organization
for International Cooperation in Family Planning (JOICFP)
in family planning, maternal health care and the prevention
of parasitic diseases project in 26 counties of 22 provinces.
In the past 14 years, China has also had constructive exchanges
and cooperation with Population and Development Association
(PDA) based in Thailand in personnel training and community
development. China has had active bilateral exchanges, sending
family planning delegations abroad and receiving foreign delegations
to visit China. In recent years, China has sent delegations
to Mexico, Cuba, Vietnam, Pakistan, Tunisia, the Sudan, Indonesia,
Thailand, Japan, the USA, Italy, Peru and Portugal and also
hosted the visitors from these countries. As a developing
country that has achieved a lot in population and family planning
and also benefited from international support and cooperation,
China is concerned about and willing to do its bit for South-South
Cooperation in the field of population and family planning.
Improvement of Science and Technology as well as Services
Level through International Cooperation China has paid special
attention to the improvement of scientific, technological
and service levels by way of international cooperation. Cooperation
projects aimed at informed choice, men¡¯s involvement in family
planning, and the combination of family planning with maternal
and child care and the prevention of parasitic illnesses etc.
have had positive impact on the project areas and on the country
as a whole. It also values international cooperation with
non-governmental organizations. Enhancing the Communication
and Dissemination of Information China's family planning professionals
realize that the fast growth of modern information technology
has made all human beings residents of a global village. They
should share information and experiences in solving population
and development problems. To this end, China has valued the
interflow of information through international exchanges by
preparing and distribution information and having mass communication
exchanges. |
