On January 22, 2010, National Population and Family Planning Commission of China (NPFPC) organized a special meeting to study the important speech by Li Keqiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council on January 19, 2010, when he inspected population and family planning work. Dr. Li Bin, Minister of NPFPC emphasized that, the activity to study and carry out the spirit of the important speech by Vice Premier Li Keqiang must be taken as a significant task and integrated with the planning and arrangement of NPFPC work in 2010, in order to realistically increase the awareness and ability in comprehensively addressing population issues and promote the comprehensive solution of difficult points of population issues.
Minister Li Bin said, the CPC Central Committee and the State Council had attached great importance to population and family planning work. The important speech by Vice Premier Li Keqiang adhered to taking the scientific development concept as the guidance, fully affirmed the achievements made in population and family planning work, profoundly analyzed the situation and tasks facing population and family planning work currently and put forward clear demands for our work at present and in the near future. His speech was of important guiding significance for us to carry out well the population and family planning work in the new period of time and greatly encouraged all the comrades in the population and family planning system. We must earnestly study and comprehend the speech and thoroughly carry out its spirit.
Minister Li pointed out, through the study and implementation of the spirit of the important speech by Vice Premier Li Keqiang, we should realistically increase our awareness of comprehensively addressing population issues and further strengthen our sense of responsibility and mission to our work.
Minister Li pointed out, through the study and implementation of the spirit of the important speech by Vice Premier Li Keqiang, we must organically integrate the service for socioeconomic development with the service for the people. On one hand, we must serve the whole situation and realistically strengthen researches on population development strategy. The issue of population was a significant strategic one in the entire process of socioeconomic development. We should pay attention to solving real problems and at the same time carry out the study on long-term issues so as to strengthen the scientificness and foresight in our work. We must fully realize the important role of population development in changing the pattern of economic development, actively coordinate with related departments, strengthen researches on population development strategy and population development function areas, reinforce researches on such important subjects as the connection between population development strategy and socioeconomic development strategy, trends of population development, improvement of quality of life of the people, population urbanization and population ageing, so as to provide the basis for scientific decision-making. On the other hand, we must pay special concerns to the vast masses, realistically strengthen quality of care in population and family planning, and work hard to improve the welfare of families who comply with family planning regulations. We must carefully work on the connection between various socioeconomic policies and population and family planning policies, set up and perfect the benefit-oriented mechanism that would be beneficial to comprehensively addressing population issues, and continuously increase the wellbeing and benefits of families who comply with family planning regulations.
Minister Li demanded, through the study and implementation of the spirit of the important speech by Vice Premier Li Keqiang, we must do more work to lay solid foundation for the long-term benefits. We must realistically do a sound job in the construction of significant projects and innovate the system and mechanism for population and family planning work. We must further deepen integrated reform, strengthen the public service function of population and family planning departments, establish and improve the systems and mechanisms such as guidance by policies, scientific support and quality of care. We must actively promote the reform of the service and management system for the floating population under the background of urbanization, speed up and improve the establishment of the working mechanism of self-governance by the grassroots masses, strive hard to carry out the pilot work of honest family planning work, and continuously advance the reform of working approaches and methods.
Minister Li emphasized, through the study and implementation of the spirit of the important speech by Vice Premier Li Keqiang, we must reinforce our team building, firmly grasp implementation of our work and strive to achieve real effects.
During the meeting, Vice Minister Zhao Baige and Vice Minister Jiang Fan conveyed the spirit of the important speech by Vice Premier Li Keqiang and the conditions during his inspection of population and family planning work. All the NPFPC civil servants and related officials from its affiliated institutions attended the meeting.
