
Adhere to serving the whole situation to promote scientific development
On January 5, 2010, the National Meeting on Population and Family Planning Work was held in Beijing. The meeting conveyed the important instructions of the State Council leaders on population and family planning work, summed up the progress China had made in population and family planning work during 2009, and discussed and arranged key tasks in 2010. Dr. Li Bin, Minister of National Population and Family Planning Commission of China (NPFPC) pointed out that general demands for population and family planning work in 2010 were to take as the main line the completion of the tasks set in the eleventh five-year plan and formulation of the twelfth five-year plan, integrate reform as the driving force and construction of systems and mechanisms as the focus, make great efforts to comprehensively deal with prominent issues in such aspects as population quantity, quality of life of the population, population structure and population distribution, further improve the quality of population development, strengthen the ability of families to develop, promote the long-term balanced development of population and the coordinated and sustainable development of population and economy, society, resources and environment. Mr. Gou Qingming, Head of the Discipline Inspection Group to NPFPC attended the meeting. Dr. Zhao Baige, Vice Minister of NPFPC chaired the meeting and made a summary speech. Other NPFPC vice ministers, including Mr. Jiang Fan, Mr. Wang Pei’an and Mrs. Cui Li were also present at the meeting.

Mr. Gou Qingming, Head of the Discipline Inspection Group to NPFPC read out the Notice on the Model Units of Integrated Reform in Population and Family Planning in China during 2009.

Vice Minster Zhao Baige chaired the meeting and made a summary speech.

Vice Minister Jiang Fan read out the Notice on the Advanced Units of Quality of Care in Family Planning in China during 2009.

Venue of the meeting
In 2009, the total situation of population development and population and family planning undertakings remained good. In 2010, the following key tasks should be well carried out.
1. To fully complete the tasks set in the eleventh five-yea plan and earnestly draw up the twelfth five-year pan.
2. To continuously implement related measures and promote comprehensive solution of population issues.
3. To further deepen the integrated reform and innovate working systems and mechanisms.
4. To reinforce infrastructure construction so as to provide reliable support for the sustainable and healthy development of population and family planning work.
5. To further strengthen the function of population and family planning services and really change the professional tendencies.
6. To continuously enhance international exchanges and strive for a more favorable external environment.
In her summary speech, Vice Minister Zhao Baige put forward demands on how to carry out the spirit of the meeting. She emphasized that, population and family planning departments at various levels should earnestly study and pass on the spirit of the meeting, act in accordance with the general requirements of the meeting, further improve their work plans in detail according to their local conditions, and well arrange their work so as to fully implement their tasks.
The meeting announced the first batch of model cities/districts of integrated reform in population and family planning in China and formally issued the plates of model cities. The meeting also announced the advanced units of quality of care in family planning in China during 2009.
Present at the meeting were major leading personnel from population and family planning commissions of all the provinces, municipalities and autonomous regions, cities specially designated in the state plan and Xinjiang Production and Construction Corps, general offices of family planning leading groups of PLA and the Armed Police, population and family planning commissions of the ministries; representatives from the model cities and districts of the integrated reform in population and family planning, and leaders from NPFPC and its affiliated institutions.
