By ways of listening to the reports, reading materials, opening up symposiums, spot inspecting, visiting and so on, inspecting and survey teams chose and inspected 16 autonomous prefectures and cities and 21 counties, listened to the report of the current situation of the program from two government levels of municipality and county, inspected at spot 214 star-level hotels, 213 common hotels. It was found that 209 star-level hotels were put with condoms, accounting for 97.66%, so 198 common hotels did, accounting for 92.96%. During the inspection and surveys, 236 servants from 24 entertainment sites were asked about HIV/AIDS prevention knowledge and there were 188 servants who knew about them, accounting for 79.66%. It was also discovered by the survey that in the last month 83. 9% of persons kept using condoms, 8.5% seldom, 2.9% never, and 4.7% no answer.

It was said from the inspection and surveys that after the issue of HIV/AIDS Prevention Approaches of Yunnan Province and the Notice of Implementing Six HIV/AIDS Prevention Programs by Yunnan People's Government Office (abbr. for HPA and NISHPP), ECHPP was developed thoroughly in the whole Yunann Province. Since the program implemented, leaders at each level highly stressed it and supplied with organization guarantee. As the leading department of ECHPP, PFPC department, with the help of other relative departments, strengthened trainings at each level, studied HPA and NISHPP and set up work teams. Besides, PFPC department coordinated other departments to publicize knowledge of extending condom use for HIV/AIDS prevention, and developed inspections at each level to the work of condoms putting, selling, publicizing and training in hotels and public entertainment sites. Each section of Yunnan Province probed into the study of HPA and NISHPP and other relative files, as were demonstrated by the following: from 1st Oct. 2006, Dehong Autonomous Prefecture would send out condoms to society free of charge and try to get international support; Dali would carry out the work mode of "Six Ones", that means, the office of work team at each level signing uniformly Responsibility and Regulation on Target Management of Condom Putting for HIV/AIDS Prevention in Hotels and Entertainment Sites with the owners of hotels and entertainment sites, making uniformly the publications of condom putting, installing uniformly 236 auto-vending machines for condom, supplying uniformly with condoms, putting condoms and auto-vending machines for condoms uniformly and regularizing uniformly the condom prices; Chuxiong Autonomous Prefecture explored actively in the ways of department coordinating and united law enforcement to set up evaluating mechanism.

¡¡¡¡After more than two years' implementation, the following targets have been arrived: (1) Condoms are put and auto-vending machines for condoms are installed in hotels and restaurants. 98% of star-level hotels have realized that, even 100% in some autonomous prefectures. The ratio of condoms putting in common hotels is now increasing steadily. (2) The owners and the common people change their ideas to condoms putting in hotels from misunderstanding, disapproving and no-cooperation to generally understanding, approving and cooperating. (3) Condom selling in hotels is improving and the numbers of auto-vending machines for condoms are increasing, and in some urban-rural fringe areas and hotels lying at key transportation location are increasing quickly the condom selling, too. 427 hotels inspected this time have sold nearly 300 thousand condoms in the first half year of 2006. (4) The number of condom use by married people is increasing. (5) Most clinics for STD of Yunnan Province can supply sufferers and HIV/AIDS infected people and their spouses with condoms. (6) The awareness rate of the knowledge on HIV/AIDS to the target population is step by step increasing.

During the inspection and survey, some work specifications still need to be strengthened, for example, the condom putting rate should be further improved. What's more, the understanding to the condom putting needs to be strengthened and the publication and training need to be regularized.
