Summary on the Experience-sharing Meeting on Sub-program Teachers' Training for the Combination of AIDS Prevention and Reproductive Health/Family Planning Services

In order to improve the participant training capacity of grass-roots family planning workers to implement the combination of AIDS prevention and reproductive health/family planning services, the experience-sharing meeting on sub-program teachers' training for the combination of AIDS prevention and reproductive health of cycle program six of China/UNFPA with family planning services was held in Xi'an City, Shanxi Province on Mar.17-19, 2008. More than 60 of program representatives participated in the training experience presentation and exchange. The representatives were respectively from more than ten provinces, such as Shanxi, Jiangsu, Jiangxi, Henan, Guangdong, Guangxi, Sichuan, Yunnan, Gansu, Xinjiang and so on, the home-of-love organization of infected people of Xi'an City, specially invited experts, the International Cooperation Department of the NPFPC, Shanxi Provincial Population and Family Planning Commission, UNFPA, Marie Stopes International.

At the opening ceremony, Liu Hongyan, the head researcher of program group, firstly introduced the participant experts, representatives of international agencies, and the participating leaders and delegates. Zhuang Changcheng, the deputy director of Shanxi Provincial Population and Family Planning Commission, delivered a warm speech on welcome. Xie Zhenming, the director of program group of cycle program six of UNFPA, proposed a number of expectations and put forward "three combinations" for the future's development of the program, including the combination with international programs, combination with other fields of cycle program six, and combination with daily work of population and family planning. Chen Bingshu, a section chief from the International Cooperation Department of the NPFPC, made specific requirements for future's training work on behalf of the NPFPC. She highly stressed to play the role of teachers at province level for expanding the experience to non-program areas. She also suggested that the participatory training approaches be incorporated into the daily work of population and family planning. Guo Wei, the official of UNFPA, and Deng Lei, representative of Marie Stopes International, addressed in the meeting. They pointed out that the combination of AIDS prevention and reproductive health/family planning services was the expansion of family planning work, as well as the concrete action which family planning had taken in the AIDS prevention work.

In virtue of training activities in 2007, 10 program counties presented a participatant activity which reflected their capacity and features. They also introduced the problems encountered in the trainings at county and township level in 2007, solutions and other problems to be further explored.

Liu Hongyan, on behalf of national program group, gave a full recognition to the work of program counties in 2007, and expressed gratitude to their hard working and active cooperation. Meanwhile, she brought forward specific requirements for training plans at village level in 2008 and how to develop training activities.

On the experience-exchange meeting, program counties developed roughly training plans for family planning workers at village level in 2008. Some counties also expanded the training to floating population and young people.¡¡

Finally, counterbalanced by Chen Binshu and Guo Wei, all the representatives made a summary to the training class with a participatory approach. The followings were given in-depth discussion. Firstly, the advantage and disadvantage of participatory approach. Secondly, why family planning system involved in HIV/AIDS prevention? Thirdly, partnership (expectations for the country and provinces. How did communities/grass-roots organizations participate in HIV/AIDS prevention and control?). Fourthly, how could the program training be incorporated in daily work? Finally, evaluation on this training class.
