From 28 February to 2 March 2009, a meeting to popularize the experiences of China/Japan technical cooperative pilot project: universal participation in integrated poverty alleviation in Guizhou Province was held in Daozhen Autonomous County, Zunyi City, Guizhou Province. The meeting was jointly organized by National Population and Family Planning Commission of China (NPFPC), Japan International Cooperation Agency (JICA) and Guizhou Population and Family Planning Commission (Guizhou PFPC). Present at the meeting were about 100 participants, including representatives from related NPFPC departments, Guizhou PFPC, governments and population and family planning committees in the project areas and project popularizing areas. Representatives from JICA China Office, Ministry of Science and Technology, Ministry of Agriculture and Ministry of Commerce and experts from Chinese Academy of Social Sciences and Beijing Normal University also attended the meeting and took part in the discussions.
Ms. Hao Linna, Director General of NPFPC Department of International Cooperation, Mr. Zeng Xiangquan, Director General of Guizhou PFPC, Mr. Yang Wenzhuang, Vice Mayor of Zunyi City and Mr. Nouyuki Yamaura, Resident Representative, JICA China Office were present at the meeting and respectively made speeches. They all agreed that, this China/Japan cooperative project had adhered to the human-oriented concept and paid attention to people's livelihood since its start in 2006, integrated project implementation with the construction of new socialist countryside with the joint efforts of all the parties concerned by taking health promotion as the point of penetration and focusing on health promotion/family health care, capacity building of self development of villagers and establishment of villagers' organizations, and successfully practiced integrated poverty alleviation which was guided by the government, led by population and family planning departments and coordinated and cooperated by related departments. The project had given fully play to the advantage of population and family planning network, effectively promoted population and family planning departments to better carry out their function of public service, and become an important practice in carrying out the scientific development concept and comprehensively addressing population issues.
During the meeting, experts from China Academy of Social Sciences introduced findings of the project final survey and project handbooks for promoting health promotion and rural development activities, described the effectiveness, significance, characteristics and patterns of the project with evidence and data, and put forward suggestions regarding existing problems and future scaling-up. Representatives from NPFPC departments introduced the fewer births equals faster prosperity project and villagers' self-governance and the progress in the population health promotion project. Japanese experts introduced the experiences of life improvement campaign in Japan and the practice in villagers' organization construction. Representatives from project areas at provincial, city and county levels and villager representatives respectively introduced their experiences in project implementation. Representatives from project promotion counties expressed their willingness to participate in the project.
The representatives conducted field visits to Daozhen Maternal Center, primary schools in Daqian Township and Shangba Township and vegetable co-ops, and conducted face-to-face exchanges with villagers.
Through activities organized by the meeting, all the representatives thought the project had new concept, real practice and obvious effectiveness, and made direct benefits to the masses in the project areas.
During the meeting, NPFPC, Guizhou PFPC and JICA China Office signed the MOU to extend the project for one year - to end it until March 2010. In the prolonged year, capacity building would be continued, and at the same time, emphasis would be on village fund, unique characteristics for every village and construction of villagers' organization, and promotion and exchange of project results.
